Top Ranked Woodbury Charter School Expanding With New Campus

A major school expansion is underway in Woodbury, Minnesota. Math and Science Academy (MSA), one of the top ranked high schools in the state, is preparing to open a brand new campus on Bailey Road beginning with the 2026–2027 school year.

The expansion will allow the charter school to grow significantly while continuing to serve families across the east metro.

New Middle And High School Campus In Woodbury

The new Bailey Road campus will serve students in grades 6 through 12.

School leaders expect the expansion to add approximately 400 to 500 students, increasing total enrollment well beyond the current student population of around 720.

Construction is nearing completion, and the school expects furniture to arrive in July. Once classrooms are ready, staff will move materials from the existing Radio Drive buildings into the new facility.

Outdoor landscaping and final site work will also be completed during the summer months.

Math and Science Academy consistently ranks among the best public charter schools in Minnesota. According to U.S. News rankings for 2025–2026, MSA currently sits fifth among all Minnesota high schools.

The school emphasizes smaller class sizes and long term teacher student relationships. In many cases, teachers instruct the same students across multiple grade levels.

Elementary School Plans Delayed

MSA originally planned to expand into elementary education as well.

The school hoped to launch a K–5 program at its current Radio Drive campus, creating a full K–12 pathway for families in Woodbury and nearby communities like Lake Elmo, Afton, and Cottage Grove.

However, the Minnesota Department of Education denied the school’s elementary expansion affidavit earlier this year.

School leaders say the denial was tied to a technical issue with the review process conducted by their charter authorizer.

To add another complication, MSA’s current authorizer, Student Achievement of Minnesota, announced it will dissolve as a charter authorizer in 2027.

As a result, the school must now secure a new authorizer before resubmitting its expansion application.

MSA leaders say they plan to pursue a new authorizer rather than merging with another charter network.

If approvals move forward, the school hopes to open the elementary program during the 2027–2028 school year.
