Lakeville Advances Major Zero-Waste Recycling and Composting Facility

A New Step Toward Sustainable Waste Management in Minnesota
Lakeville is moving closer to a major upgrade in how the south metro handles waste. A proposed 32-acre zero-waste recycling and composting facility has cleared its first hurdle, earning rezoning approval from the Lakeville Planning Commission. The project sits at the southeast corner of 215th Street and Kaparia Avenue and is led by Dakota Waste Solutions. With Minnesota landfills reaching capacity faster each year, the need for new processing options is growing. This facility aims to meet that demand with a long-term focus on recycling, organics collection, and reducing what ends up in landfills.

What the Facility Will Handle
The project is designed to recycle more than 85 percent of the materials it receives. That includes food scraps, yard waste, wood, cardboard, plastics, and metals. According to the Minnesota Pollution Control Agency, organics alone make up roughly one-third of the state’s landfill stream. The MPCA also reports that 62 percent of the food Minnesotans throw away could have been eaten or donated. By expanding infrastructure for organics processing, the Lakeville facility could dramatically reduce unnecessary landfill use.

In its full build-out, the facility could handle more than 117,000 tons of material annually. Early plans include four primary buildings, a truck-weighing area, a scale house, a trailer parking zone, and storage areas for composting materials. Earthen berms with native plantings along the north and west sides will help screen the site and buffer it from nearby properties.

Why This Matters for the Twin Cities South Metro
Lakeville and the surrounding areas continue to grow. With more housing, more residents, and more commercial activity, waste volumes naturally rise. Without new solutions, the region’s landfills face increasing pressure. A facility like this adds needed capacity while supporting sustainability goals and aligning with MPCA’s long-term waste-reduction targets.

Recycling and composting also support local agriculture by creating usable soil products, reducing greenhouse gases, and keeping valuable materials out of the trash stream. For residents, it means more options and better long-term planning from their city.

What Happens Next
The Lakeville Planning Commission’s approval is only the first step. The project now heads to the Lakeville City Council on December 15 for preliminary plat and planned unit development review. Dakota Waste Solutions hopes to begin construction as early as this spring, pending final approvals.

As the project progresses, it could become a model for other Minnesota communities exploring large-scale organics and recycling solutions. With landfill capacity shrinking statewide, the timing couldn’t be more important.
