Woodbury Minnesota Breaks Ground on $60 Million Public Safety Complex in 2025
On May 8th, Woodbury officially broke ground on a $60 million Public Safety Complex, a renovation and expansion of the existing facility on Radio Drive that will serve the city's police, fire, and EMS teams for decades to come.
The project drew representatives from city hall all the way to Congress, a signal of just how much weight this development carries for one of Minnesota's fastest-growing communities.
How Woodbury Is Paying For It
The funding structure for this project is genuinely unusual in the best way. The backbone of the budget comes from a voter-approved half-percent local option sales tax, which is projected to generate around $50 million over time.
That tax went into effect in April 2025, meaning Woodbury residents and shoppers have already been contributing for over a year.
Federal support rounds out the budget, including a $1 million Department of Justice grant and nearly $975,000 from the Inflation Reduction Act. The city is also contributing $3.2 million from its Capital Improvement Budget and $1.3 million from the General Fund.
For homeowners, the estimated property tax impact lands at about $13 per year for the average household.
What the New Campus Will Include
When the project is complete in 2028, the upgraded campus will give Woodbury's first responders more than just a bigger building.
Plans include expanded capacity for additional full-time staff, improved security for vehicles and equipment, upgraded communication systems and technology, and more space for community programming.
The goal, as reflected by remarks from multiple officials at the ceremony, is to reduce the time officers and responders spend on administrative tasks so they can focus more energy in the community itself.
Mayor Anne Burt also confirmed that Woodbury's new water treatment plant is on schedule to be completed in the same year, making 2028 a significant milestone for the city's infrastructure overall.

Woodbury has been one of the Twin Cities metro's most active growth communities for years, and this project reflects that reality directly.
As population increases, so do the demands on public safety resources. This campus was designed with future growth in mind, featuring expansions that can accommodate additional staff and upgraded systems as the city continues to develop.
