If you've ever tried to buy new construction in the Twin Cities, you know the drill. You stare at a floor plan, squint at a rendering, and try to imagine what the view will look like from a building that doesn't exist yet. The Reserve in Victoria, Minnesota is trying to take the guesswork out of that process.
The Reserve has opened a 3,000 square foot sales gallery in downtown Victoria that the developer describes as the first of its kind in the Twin Cities. It includes:
- A full-scale model residence built inside the gallery
- A Selections Center for customizing finishes in real time
- Custom day-to-night drone footage that shows the exact view from every individual residence
Carl Runck, founder of Monarch Development Partners, said his team traveled the country studying sales galleries before designing this one. Monarch is based in Excelsior, and its past work includes ELEVEN, Lake Minnetonka Flats, Grandview Edina and One West Drive Excelsior.
What's Being Built at The Reserve Victoria
The Reserve is a 12-acre development with 138 phased condos and townhomes across three buildings. Units come in two and three bedroom plus den layouts ranging from 1,350 to 3,250 square feet. The site sits between Steiger Lake, the 3,000+ acre Carver Park Reserve, and downtown Victoria in Carver County.
According to The Reserve's website:
- Condos start at $895,000
- Townhomes start at $1,200,000
- Penthouses start at $2,000,000
Sales gallery tours are by appointment. Groundbreaking on the first phase of condos begins this fall, with completion anticipated in late 2027.
A New Main Street and Rosalia Pizza
The bigger story for Victoria residents may be what's happening outside the condos. The Reserve adds a walkable Main Street with more than a dozen restaurant and lifestyle retailers, plus a 12,000 square foot public plaza designed for events in every season. Together, that's a 40% expansion of downtown Victoria.
The first tenant is award-winning chef Daniel del Prado, known for Porzana, Colita and Martina. He's bringing Rosalia, his Sicilian wood-fired pizza concept, to The Reserve in fall 2027. Main Street construction has been underway since early 2026, with the first retail building set to open starting next September.
What This Means for Twin Cities Luxury Buyers
Maintenance-free condo living at this price point has mostly been a Minneapolis, Edina or Lake Minnetonka conversation. The Reserve puts that product in a smaller-town setting with trails, a lake nearby and a walkable downtown. That combination is hard to find in the outer suburbs.
For move-up and downsizing buyers, the tradeoff is timing. Buying pre-construction means committing now for a home that won't be finished until late 2027 at the earliest. The immersive gallery helps you see the finishes and views, but you'll still want to understand the purchase agreement, deposit structure and construction timeline before you sign.
