Minneapolis Launches Speed Camera Pilot: What Drivers Need to Know

Minneapolis is rolling out a new traffic enforcement strategy this fall—and it’s going to change how drivers behave on city streets. Starting in September 2025, the city will activate speed enforcement cameras at five initial locations as part of a four-year pilot program. Backed by the 2023–2025 Vision Zero Action Plan and approved by state lawmakers in 2024, this initiative aims to reduce traffic fatalities caused by speeding.
According to city officials, the pilot will expand to as many as 42 camera sites and include red light cameras in addition to speed tracking. The cameras will be operated by NovoaGlobal, a company that claims a 90–98% drop in high-speed violations in other cities.
The program works like this: drivers caught speeding for the first time will receive a warning. After that, fines will be issued—$40 for driving 10–19 mph over the speed limit and $80 for 20 mph or more. While those fines may seem steep, they’re actually less than traditional tickets, which can exceed $380 for serious infractions.
Why now? Speeding has been linked to over 80% of deadly crashes in Minneapolis since 2020. The city is taking an aggressive stance to prioritize pedestrian safety and calm traffic in high-risk areas.
The Minneapolis City Council is expected to vote soon on a $12 million contract with Novoa Global to manage the camera system. The full list of camera locations will be released by July 15.
