A major new housing proposal could transform the landscape west of Carver. National homebuilder D.R. Horton has unveiled plans for a 530-unit residential community called The Enclave at Carver Creek, which would bring 413 single-family homes and 117 townhomes to the growing Carver County area.
Project Overview
The proposed development spans 259 acres of farmland and woodland in Dahlgren Township, just south of Highway 212 and west of the Timber Creek neighborhood. If approved, the city of Carver will need to annex the land before construction can begin.
Single-family homes would feature three to four bedrooms, roughly 2,000 square feet of living space, and two-car garages. Prices are projected between $650,000 and $750,000. Townhome prices have yet to be announced, but the median Carver County townhome price in July was $329,250.
Amenities and Layout
The Enclave at Carver Creek would include a 5.5-acre park with a hockey rink, pickleball courts, a playground, open green space, and a trail system connecting to neighboring areas. An 11,000-foot trail would link the park to the Timber Creek neighborhood, creating more walkable connections.
The development plan includes a mix of lot sizes, with city officials expressing interest in some larger, higher-end custom home lots. Custom builds could exceed $1 million, though this would be outside D.R. Horton’s typical price range.
Timeline and Housing Demand
Construction is planned in five phases between 2026 and 2032, starting as early as fall 2025 with site preparation. The exact pace will depend on market demand.
A 2024 housing study found that Carver County will need approximately 20,402 new for-sale housing units by 2040 to meet demand, suggesting strong market potential for the Enclave project.
Final Thoughts
If approved, the Enclave at Carver Creek could significantly expand Carver’s housing supply and amenities while adding modern, higher-end homes to the market. However, some residents and leaders are weighing the balance between growth and preserving the community’s small-town atmosphere.
