New 150-Unit 55+ Housing Development Proposed Near Topgolf in Woodbury

A new residential development could soon add significant housing near one of Woodbury’s busiest entertainment corridors. The Woodbury Planning Commission recently approved plans for The Hartford, a proposed 150-unit rental community designed for residents age 55 and older.

The project would sit near Topgolf along Bielenberg Drive, placing it close to retail, restaurants, and the growing transit corridor connected to St. Paul.

What the Hartford Development Would Include

The development is being led by Greco Properties, a Minnesota developer that specializes in residential communities. The proposed Woodbury project includes two types of housing.

Plans call for:

• A four-story apartment building with 137 units
13 rental townhomes

Apartment units would include:

• 43 one-bedroom units
• 75 two-bedroom units
• 19 three-bedroom units

Townhomes would feature two bedrooms plus a den, appealing to residents who want more space while still renting.

The project is specifically designed for active adults age 55 and older who want modern amenities without maintaining a traditional home.

Amenities Designed for an Active Lifestyle

One of the biggest selling points of this development is the extensive amenity package planned for residents.

Indoor features include:

• Golf simulator
• Yoga studio
• Fitness center
• Community room
• Café library
• Resident lounge
• Pet wash

Outdoor amenities are planned as well:

• Swimming pool
• Pickleball courts
• Garden boxes
• Fire pits
• Outdoor kitchen
• Dog run

This type of amenity mix reflects a growing trend in active adult rental housing across the Twin Cities, where residents want community spaces and lifestyle features built into their homes.

Transit Access and Location Benefits

The Hartford would also benefit from its proximity to the METRO Gold Line Bus Rapid Transit, which opened recently and connects Woodbury directly to downtown St. Paul.

Transit access often helps attract downsizing homeowners who want to stay in the east metro but reduce their dependence on driving.

The location near Topgolf, Woodbury Lakes, and Interstate 94 also places residents close to restaurants, retail, and recreation.

What Happens Next

The Woodbury Planning Commission approved the project’s conditional use permit on February 23.

The next step is a Woodbury City Council vote scheduled for March 11.

If approved, construction could begin summer 2026, with an estimated 18-month timeline to completion.
