Former Vikings QB Rich Gannon Backs New Luxury Condo Project in Downtown Victoria
A Major Upgrade for a Key Downtown Site
Downtown Victoria continues to evolve, and one of the most notable new proposals involves a familiar Minnesota name. Former Vikings quarterback Rich Gannon is part of a development team planning a mixed-use building at 7942 Quamoclit Street. The site currently holds a small storage structure and a city-owned parking lot. Under the new plan, both would be reconfigured to support a more walkable, vibrant corner of Victoria’s growing downtown.
A Scaled-Down, Better-Fit Design
Earlier concepts for this site included a larger apartment building, but community concerns centered on height, size, and parking. City staff ultimately found those concerns unsupported by the zoning rules, but the development team still chose to revise the project. The new version is more compact, includes a wider mix of uses, and aligns more closely with the city’s vision for downtown.
Monarch Development Partners and Gonyea Custom Homes now propose a four-story mixed-use building with 10 upscale condos on the upper floors and roughly 6,000 square feet of commercial space on the ground level. The updated layout also increases public parking to 62 spaces, while adding 20 private underground stalls for residents.
Luxury Condos With Lake Views
The 10 condo units are designed as two-bedroom homes ranging from about 1,346 to 2,220 square feet. Each unit includes a balcony, and the top floor offers an amenity deck overlooking Steiger Lake — a unique selling point for buyers who want to live near water while remaining walkable to restaurants and shops. Early pricing estimates range from 1.2 to 1.8 million dollars, placing these homes firmly in the luxury segment of the west metro market.
Golden Valley-based Gonyea Custom Homes will handle design and construction, and Coldwell Banker Realty’s Jeff Martineau is leading sales. With Victoria’s recent residential momentum — including the Olivine and the Rowe developments — the timing for high-end condos appears strong.
Rich Gannon’s Role in the Project
Rich Gannon’s involvement goes beyond name recognition. He owns part of the development site and plans to retain ownership of all the commercial units once the project is completed. According to city documents, he intends to use the smallest of the three commercial spaces as a private vehicle showroom. The other two commercial bays could attract boutique retail, office tenants, or neighborhood services that complement the growing downtown district.

The Victoria Planning Commission is reviewing the proposal now, with potential approval paving the way for construction to begin in the spring. If it moves forward, the project will add another layer of walkable housing and commercial energy to a downtown already gaining momentum.
